Preface: Introduction
After a long time of searching, I've found some information on the Nebula Senshi.  Below is a brief introduction of how things started for them.

In the deep vast expanse of space gathers an immense cloud of gas and dust. They are beautiful. They are gaseous. They are distant. They are smaller patches of dim light in the sky. They are the birthplace of stars and they are the graveyard of stars. They are nebulas. Nebulas aren't galaxies, or star clusters, but they are truly a spectacular wonder. Showing the beauty of the birthplace of its protostars, one can see the gases glowing, reflecting, and painting the night sky with wisps of brilliant neon color. In the world of astrology, nebulas are just that. Beautiful gaseous dust clouds. Astronomers however don't know everything about Nebulas.

For how could their telescopes, no matter how powerful and huge it's lens is, could see the wonderful cloud-like cities that dwell here? The lovely cities only known to it's inhabitants as spheres. Each city or sphere in a Nebula are connected to the largest sphere, called the Inner Sphere. Here reigns the monarch of the entire Nebula...the Lord and Lady. To guard the entire Nebula and protect the Lord and Lady are the Nebula Senshi. They are an elite group of senshi who were chosen based on courage, will power and strength of the heart. After a tough decision one is chosen from the Monarch's army to become part of the elite senshi, known as the Nebula Senshi. Sailor Helix from the Helix Nebula not only got that honor, but became leader of this vast elite force. Her and her senshi mission was naturally protect the Lord and Ladies of all the Nebulas from disaster, if such a time would ever come.

Unfortunately such a time did occur. A dark gelatinous blob with no real shape or form started to eat the Nebulas, one by one. The Rossette nebula went first, then Bubble, and Orion. As this blob, or Dark Matter as the Nebuleans called it, came close to the Helix Nebula, Sailor Helix and the Nebula Senshi went out to destroy it, but they vanished. Soon afterwards, Dark Matter disappeared as well, leaving the Monarch of the Nebula's free from it's path of destruction, but devastated from the lost of their sister Nebulas and their elite army. It seemed the Nebula Senshi's starseeds had faded away.

Eons later, Eternal Sailor Moon meets Guardian Cosmos. Moon asks her if she and her friends could be allowed to live their lives as they are. Guardian Cosmos does so. Perhaps in this birthplace of stars, the Nebula Senshi might be able to come back as well...
